Girl Scout Brownie Vest & Hat w/26 Patches & 4 Pins / Medium

Girl Scout Brownie Vest & Hat.  Included are 26 Patches (I'm counting the three troop numbers as one patch) & 4 Pins.   Patches are roughly sewed on and can be removed easily.  Good preowned condition.
The hat is a size medium but the size on the vest is missing.  I would assume it is a medium but the measurements are:
shoulder to hem - 12 - 12 1/2")
pit to pit - 15"
