You are looking at a
"VINTAGE OFFICIAL GIRL SCOUT UNIFORM DRESS WITH SCARF & TWO (2) BELTS"
. This dress is vintage; previously owned and used.  The dress is in overall great shape.  There are two very light stains on the front of the dress, near the buttons and above the hem (please see last photo).  The stretch belt has some white marks on it which may clean up and there is a name written in black on the inside.  The edge is fraying a bit.  The other belt has surface rust on the metal end. We're guessing the dress is probably a girl's size 8/10 to 10/12.  It measures approximately 17 1/2" from the waist to the bottom hem and 12 1/2" across the back shoulders.
